Joomla Music App Website Fix

I have a joomla volume 1.3.1 site that is a buggy mess. I need it to currently look and work right Literally its 90% there, and I need a music app that allows users to upload a mp3 and have it for free or paid download. The website also needs to get .25 cents per song sold. Bid cheap or dont bid at all.. Thank you! Future work for GOOD programmers here on scriptlance
