Psd To Finished Php Site

I have a client and his site is http://www.gatewaytogovernment.com/

I started writing PSD and CSS in frontpage and microsoft expressionweb and came up with this much: http://www.quickiemarketing.com/g2g/hp/index.html
I also used http://psd2cssonline.com/ to create the CSS.

I hit a snag when I came to the code for the secure site when you click on Join.

I need the entire site: http://www.gatewaytogovernment.com/ developed with my look and feel that I create in PSD CS4. I also need the programmer to leave room for me to create more web pages for future projects of client, meaning, I need the programmer to give me cut and paste templates where I can change images and colors on links for different sites.
