Database Lookup from scanned barcode by harmanp

I need a simple app that does a lookup on a scanned barcode and returns a list of results. Also the user will need to be able to add to this database, or comment/rate on existing entries. (Budget: $30-$250 AUD, Jobs: Android, iPhone, Mobile Phone)
