CSV to XML SOAP with php script by mdlinteractive

I have a folder where csv files are saved. Every CSV file is 1 order. It has multiple lines for multiple items. I need a script that checks if there are new orders in the folder, parses them one at a time, and makes a soap call to send it per order… (Budget: $30-$250 USD, Jobs: Linux, PHP, XML)
